Self-expression is the currency of our modern Internet. Much of the influential language, memes, fashion, and sounds in our digital lives originate from the expressive force of online hip-hop communities. But as rap listenership grows, young rappers are finding themselves under scrutiny from police and prosecutors for their creative output. Over the last decade American courtrooms have witnessed a swell in the number of cases with prosecutors using rap lyrics and media against defendants during trial. For some, rap brings riches. For others, rap brings scrutiny and surveillance. The power to surveil, group, classify, and designate gives police a lot of power over individuals. Police in New York City use this power in crafty ways to continue their contentious policing of NYC's youth by "inventing" and "creating" gangs of the city's rap groups. Cops Creating Crews

looks at the surveillance system that replaced Stop-and-Frisk. By leveraging OSINT and machine learning, the project illustrates how cops don’t just spy on crews, they create crews.
